Too late for Rwanda

This is the first news image that managed to elicit a massive degree of public sympathy for the migrants. It took a dead child, washed up on the beach. As human behaviour goes, this is par for the course. The EU bureaucracy missed the point, and still haven't gotten a grip. Institutional, or collective abuse is the worst. Everyone feels so guilty it becomes intolerable to accept responsibility, and a lot easier to kick the can.
History does have a habit of repeating itself. Now what memory does it bring back for you? In Brussels the champagne still flows.
